What is a Local Skills Improvement Plan?

What is an LSIP?

Funded by the Department of Education (DoE), Local Skills Improvement Plans (LSIPs) outline an agreed set of priorities in a local area to improve access to training opportunities and reshape skills provision so that it better meets the needs of employers.

LSIPs put employers at the heart of the skills system, with each plan led by a designated employer representative body (ERB) that works closely with training providers and other key stakeholders to ensure people and businesses have the skills they need to progress.

Following an initial pilot in January 2021, LSIPs for all 38 areas of England were approved by the Secretary of State for Education in August 2023. Each plan covers a three-year period and should be regularly updated to address local skills needs as effectively as possible.

A plan tailored to the region

In the West Midlands and Warwickshire region, the LSIP has been produced by Coventry and Warwickshire Chamber of Commerce, in partnership with Greater Birmingham Chambers of Commerce and Black Country Chamber of Commerce.

As part of the planning process, the ERB engaged various stakeholders, training providers and over a thousand businesses to identify actionable priorities and set out a clear roadmap for improving skills provision across the region.

One of the key recommendations from the plan was to promote collaborative engagement among stakeholders, with Skills West Midlands and Warwickshire set up to help connect employers with suitable training providers for upskilling staff.

Work is underway to align skills provision with the priority areas identified by the region’s LSIP.

Including electric vehicles and battery, aerospace and health and medical technologies.

Focusing on modern and low-carbon utility and the manufacturing of future housing.

Logistics and distribution

Covering warehousing, transportation management and supply chain management.

Health and social care

Focusing on the skills needed to support digitisation and the adoption of new technologies.

Creative industries

Including fields like content creation, TV production and filming performance.

Professional services

Covering key skills in industries such as law, accounting and project management.

Engineering and manufacturing
